Hi Venkat,
I don't use flash on my websites, so I don't know much about it. But if I were to build a website that relied heavily on flash, I'd probably just use Adobe Flash to design the flash and then maybe use Adobe Dreamweaver to integrate it into the website.
Let me know if you find a good flash website builder.
